Refresh the organization when it fail to suceed

Seniority system is a major system in Japan, because older person have more skill and know-how than younger person so they can break through the predicament.
But this theory is not reasonable in the recent changable environment.  For example, it is said that to be strict to youngsters is good for their education in a decade ago.  However, this is a theory when birth rate is high.  Recently, children are decreasing, so if we are strict to youngsters they will run away from the organization.  Therefore, it is good to have a enough communication with youngsters in order to train them.
In this way, skill or know-how which elder person have dose not contribute to the sucess of the organization when the fundamental environment changed.  At this timing, we should refresh the organization drastically.  For example, to change maneger from elder person to younger person and renew the communication system.
Although elder people may want to keep their status or way, we never allow it when the organization fail to succeed.  Once we miss this timing, we also miss the chance to rebuild the organization.  Seniority system is important but we never stick to it when the result is not good.
