Seven-Eleven gave up providing 100 yen beer

Seven-Eleven Japan annouced that the company gave up providing 100 yen beer at their stores.  Some problems is pointed out about this amazing new product.
One is it is difficult for shop clerks to distinguish whether the buyer is adult or not.  When they fail to judge it, the company will provide alcohol to non-adults that is a crime.
The other problem is it is difficult for shop clerks to distinguish whether the buyer is driver.  When they fail to judge it, it is also a crime.
An other problem is that those who drink in or aroud convenience store may cause trouble to neighbours.
I think these problems all coused by a single fact that shop clerks are too busy.  If they have enough time to judge, they can solve all these problems.  However, they have a lot of duties so there is a great risk that they fail to judge. Further cause is the fact that there are too many shops and therefore shortage of clerks are serious.
If we can buy 100 yen beer at convenience store, we will be happy.  But in order to realize it, we should limit increasing the number of shops and keep appropriate service quality.
